Global allows network staff to manage and send important information
to users. It also allows users to retrieve, at once, all messages
addressed to them

Available User Commands:

MESSAGES   - Sends you all messages addressed to your user class.
VERSION    - Prints Services' and Global's version information.

Available Staff Commands:

NOTICE     - Immediately sends a message.
MESSAGE    - Adds a message to Global's database.
LIST       - Displays active messages.
REMOVE     - Removes a message.
